The clue to the problem is in the tiny type at the top that says, 'Google Help › SketchUp Help › Learn More › Help Guides › LayOut › Drawing a rectangle, rounded rectangle, lozenge, or bulged rectangle'. The clue is the word 'LayOut'. LayOut is a feature of SketchUp Pro and is a separate program, so you would trip of this whether or not you have the Pro or Free version of SketchUp. LayOut is for making presentation pages, not the models themselves. If you have MS Word or Open Office Write you can use their drawing tools to create a rounded rectangle and you can insert an exported image from SketchUp into the MSW or OOW file, doing a similar thing to what you can do in LayOut. The advantage of LayOut, especially for Pros with paying customers, is that you can edit the SketchUp file from inside LayOut, much the same way as you can edit an MS Excel spreadsheet from inside MS Word. But Word and Excel remain separate programs with separate, but sometimes similar, tools.
